Dr. Elizabeth M. McClure MD (ret) - AAC President
Dr. Elizabeth M. McClure is a retired Obstetrician Gynecologist. She practiced with Sutter Health in Sacramento for 25 years. Adolescent Health has long been her focus and Dr. McClure has been active in school based programs regarding alcohol and substance abuse education for years. In addition to serving on the Board of AAC for 4 years, Dr. McClure volunteers in the Sacramento Community with organizations working to disrupt neighborhood trauma.
Matthew Thomas, Vice President at Quility Insurance - AAC Treasurer
Matthew Thomas began his career in the issuance industry in 2004. For 12 years he served as the Chief Financial Officer (CFO) for one of the largest insurance marketing organizations in the nation. In 2020, Matt was promoted to Vice President at Quility Insurance where he handles several functions at the corporate level, which include financial management and reporting, compliance and legal operations, information technology and Administrative/Human Resources support.
Nicole Swonger, Teacher at Natomas Unified School District - AAC Secretary
Nicole Swonger has been a teacher with Natomas Unified School District since 2004. After graduating CSUS in 2001 Nicole received her professional CLEAR credentials in 2003. Her ambition as an educator is to inspire her students to do extraordinary things in this world. She continues to lead multiple programs on and off campus and has been honored with the title “Teacher of the Year” twice by her peers.
Justice Laurie M. Earl, Associate Justice of the Third District Court of Appeal - AAC Board Member
Justice Earl served on the Superior Court from 2015-2021. Justice Earl began serving on the appellate court on January 6, 2022 following her appointment by Governor Gavin Newsom and confirmation by California’s Commission on Judicial Appointments.
Chief Counsel Kary Marshall, Esq - AAC Board Member
Since 2012, Ms. Marshall worked at the Department of Technology as Senior Counsel, Interim General Counsel and Acting Chief Counsel. There she was the subject matter expert in data security and privacy and was instrumental in the development of multi-million-dollar projects and contracts, and addressed or adjudicated a myriad of legal matters ranging from cyber-crimes, contracts to personnel. Most recently, Ms. Marshall was appointment by Governor Gavin Newson as Chief Counsel for the 2020 Citizens Redistricting Commission.

Dr. Vicque Kimmel, a neuropsychologist, is passionate about mental health prevention and early intervention programs focused on transformational changes.
